Public comment invited on Route 3 intersection improvements in Culpeper County
CULPEPER – The public is invited to learn more and comment on proposed safety improvements at the intersection of Route 3 (Germanna Highway) and Route 669 (Carrico Mills Road) in Culpeper County.
An in-person design public hearing will be held:
- Thursday, Aug. 27, 2026*
- 4:30-6:30 p.m.
- Germanna Community College - Locust Grove Campus, 2130 Germanna Highway, Locust Grove, VA 22508
- * In the event a backup date is needed, the hearing will be held from 4:30 to 6:30 p.m. on Thursday, Sept. 3, 2026, at the same location.
Stop by the public hearing anytime between 4:30 and 6:30 p.m. to review displays and discuss questions with Virginia Department of Transportation (VDOT) staff. The meeting will be held in an open house format.

Comments on the project will be accepted at the public hearing and afterward through Tuesday, Sept. 8, 2026.

The proposed $4.7 million project aims to improve safety at the intersection of Germanna Highway and Carrico Mills Road by reconstructing the existing T-intersection as a partial restricted crossing U-turn (RCUT) intersection, also known as a reduced conflict intersection (RCI). Under the partial RCUT design, through and left-turn movements from Carrico Mills Road would be rerouted to merge directly into a dedicated U-turn lane on westbound Germanna Highway and then complete a U-turn at the median opening just west of the intersection. A widened pavement area, known as a loon, will be added on eastbound Germanna Highway at the U-turn location to accommodate larger commercial vehicles, farm equipment, and trailers.
The project bundle is being funded through Virginia's SMART SCALE program.
The project would be advertised to potential bidders for construction in spring 2028.
